Lay Shaft Needle Roller Bearing Length?

I am trying to rebuild the Lay Gear assembly. I took the old needle rollers out today, they were loose rollers with end caps. I went to fit the new bearings, picture below, and they are too long. Or are they meant to run without the outer retaining ring? The new bearing length is ca 26.75mm, the old bearing was less than 24mm. I measured the length from the top face of the lay gear to the spacer or inner retaining ring this was about 27.5mm, so the new bearing would have ca 0.75mm free float. The new bearing part number is 88G396, is this correct??
