Holes by the headlights

I've been working on the bonnet/hood of my 59 and noticed a nice clean hole below each of the headlights. I haven't noticed these on other cars so I either not been paying attention or they aren't supposed to be there. My question is are they supposed to be there?

These are to remove or fit the retaining screw that holds the chrome plated headlamp ring in position.
Once you fit the headlights you will understand!

They are supposed to be there. I believe they serve two purposes - to allow water to not pool up in that area and to allow you to run a screw driver up there to secure the chrome retaining ring around the headlamps.
